</span></p><p><span style="font-size: 15px;">“地方政府有关部门、居民委员会应当对设立业主大会和选举业主委员会给予指导和协助，还有其他的一些点都要了解清楚” 贾朝云跟司法局同事认真讨论着《民法典》里的法律条款，为的就是在今后的调解中能更好为群众服好务，做好法律咨询工作。</span></p><p><span style="font-size: 15px;"> </span></p><p><span style="font-size: 15px;">用贾朝云自己的话来说：专业要求精，思想要求进。虽然已经54岁了，眼看再过几年就要退休了，他对自己的要求却从来没有松懈过，也带动着身边的同事一起学习。94年从事司法行政工作以来，一直坚持宪法、刑法、民法典等常用法律法规学习，同时强化党性修养，提升政治忠诚，坚持以党性陶冶个性，以行动践行梦想。</span></p><p><span style="font-size: 15px;"> 15px;">贾朝云说：“农村工作里面有着大学问，只有扑下身子，经常深入田间地头，走进老百姓家中，多看、多听、多问、多记、多想，对基层、对群众抱着负责的态度，实实在在了解基层，真心实意接近群众，才能更好的做好司法行政工作”。他将多年深入基层了解民情所得经验撰写成《创新调解机制：建制度推进调解实践上台阶》在《四川司法》上进行了刊登、《<span style="font-size: style="font-size: 15px;"> </span></p><p><span style="font-size: 15px;">贾朝云常说：“基层司法所工作就是与群众打交道，兄弟相煎、婆媳不和、儿女财产分配不当，赡养孝敬老人不顺等等矛盾纠纷比比皆是，不管大事小事，只要是群众的事，对我们来说，就是重要的事，司法为民，进无止境”。</span></p><p><span style="font-size: 15px;"> </span></p><p><span style="font-size: 15px;">人民调解，说难不难，说易不易。若方法不当，调解时极易“眉毛胡子一把抓”，往往事倍功半。倘若能抓住调解的“牛鼻子”，掌握调解的技巧，理清调解的思路，调解便会无往不利，事半功倍。对于贾朝云来说，最好的办法便是在矛盾纠纷调解里带着感情，有恒心和韧劲，让当事人感受到调解人员帮助解决纠纷问题的真诚。</span></p><p><span style="font-size: 15px;"> 15px;">2014年，从事木材生意的郑某雇佣他的朋友侯某协助砍树、运树，天有不测风云，侯某在运树途中不慎摔伤致死，侯某的家属随即向镇人民调解委员会申请调解，要求郑某进行赔偿。是按照农村居民标准还是按照城镇居民标准进行赔偿双方因此产生分歧，导致调解工作一度无法进行。贾朝云就三天两头到侯某家唠唠家常，谈谈心，也坚持不懈地向侯某普及法律知识，通过数周的不懈努力，侯某家对相关法律规定有了进一步的了解，主动回到了调解原点，依照法定标准申请赔偿，双方得以握手言和，调解终于宣告成功。</span></p><p><span style="font-size: 15px;"> </span></p><p><span style="font-size: 15px;">本着前端治理，弘扬“枫桥精神”，既符合法理，也符合情理，坚持依法调解、公平调解、公正调解，贾朝云27年调解矛盾纠纷700余件，成功率达到90%。</span></p><p><span style="font-size: 15px;">周某男与任某女是同居关系，双双在外打工，后男方因寻衅滋事罪判处拘役5个月，缓期十个月执行，回到老家生活。男方因为之前事情时常对女方使用“冷暴力”，长期下来，任某忍无可忍，带着孩子闹着过不下去要离开。贾朝云在了解到这个事情后，劝说任某给予周某一次机会，同时坚持每周走访周某一到二次，与其谈心交流，慢慢打开其心结，让他们渐渐恢复如初，生活、工作步上了正轨。</span></p><p><span 15px;">基层司法所所接触到大多是平凡的，琐碎的家长里短，用心去了解，调解每一起事件，去感化每一个社区矫正对象，说起来容易做起来难，这需要无比的耐心和决心，以及对党和群众无比的热爱，才能做到几十年如一日做好每件平凡的事。在司法行政系统中，像贾朝云这样默默无闻，扎根基层的人，还有很多很多，司法行政工作是一种责任，把工作做到家、做到位，才是真正兑现了为人民服务的承诺。</span></p></section></section></section><p></p><link
